Closed session at MNGA proposed for confidential report on MNBC President


(February 9, 2026) Just as we predicted, a closed or in-camera session has been proposed for the upcoming Métis Nation Governing Assembly (MNGA) to deal with a confidential report on MNBC President Walter Mineault. The report has been prepared by an “independent investigator” dealing with complaints against Mineault.  The complaints led to his suspension in August 2025 by the Executive Committee of the Board. He was reinstated by a vote of the Board of Directors in December.

 

Normally, the MNGA on February 28th and March 1st would be live-streamed on both days so that any MNBC citizen wanting to follow the discussions and debates can tune in online, but if the motion is approved that proposes to go in-camera on March 1st to discuss matters that they claim need to be held in confidence, then that will block any ability of MNBC citizens to know what is in the report about why Mineault was suspended back on August 18th. If that should happen, the ethical and moral obligations for openness and transparency in governance will have been ignored. We can only hope that a majority of the MNGA members (most of whom are community presidents) will vote against going in-camera and hold an open session so that MNBC citizens – the Métis people these presidents represent - know what is in the report. It is called accountability!

 

The former President of MNBC Clara Morin DalCol has called for the investigator’s report to be made public. She has reminded readers that if it was okay to post the “confidential” report on her back in 2021, why is it not okay to post the report on Mineault?

 

She is encouraging MNBC citizens to contact their community presidents demanding that the MNGA be livestreamed on March 1st so that citizens know what is in that report.

 

The upcoming MNGA has the potential to be a rather raucous affair because of having to also deal with 6 resolutions that all call for increased accountability by MNBC in a number of areas, including financial disclosure, staffing and contracting.  The 6 resolutions have been submitted by the Miki’siw Métis Association (from the Comox-Courtenay area) and are already supported by three other MNBC chartered communities. The resolutions are an indication of the growing frustration and dissatisfaction by chartered communities with how MNBC operates.

 

On another note, our sources tell us that a least a couple of MNBC’s senior management staff are on leave for unknown reasons. If this is the case, why are they on leave and are they still collecting their high salaries? We do know that in a highly unusual move the MNBC Chief Executive Officer was not in attendance at the November and December Board meetings, nor at the special Board meeting in January.

 

Former MNBC President Clara Morin DalCol says, “This Board is grappling with some big problems, all of their own making, and not only do they have a very challenging MNGA coming up that deals with accountability, but just over the hill they will have to cope with money issues, as both the federal and provincial governments begin to trim their funding.”


She says, “We know they are spending more than $100 million in government funding each year in ways that suggest they aren’t worrying about tomorrow. They now have hundreds of staff on payroll, along with big salaries and numerous consultants on contract.” She asks, “Exactly what are they doing for Métis families and seniors in British Columbia?”
